Offices of the Legislature

The following is a summary of all the offices established within the Chuuk State Legislature under CSL 16-22-11 (Act No. 16-10).

Offices serving both houses (Senate & House of Representatives):

  • Office of the Legislative Counsel — Provides legal advisory services to the Legislature, drafts bills and resolutions, conducts legal research, serves as parliamentarian, and reports on conflicting laws. Includes a Deputy Legislative Counsel, four staff attorneys, up to four Legal Aides, four legal secretaries, and a Legislative Librarian.
  • Administration Office — Overseen by the Administrative Officer (with an Assistant), responsible for maintenance of the Legislature complex and vehicles, landscaping, security and protection of Legislative Branch properties and assets, and hiring/removal of office employees including security guards and custodians.
  • Budget Office — Led by the Budget Director, handles all budgetary and financial matters for the Legislature — implementing financial record-keeping, coordinating accounts, advising presiding officers on financial decisions, submitting transactions to State Finance, and ensuring expenses stay within allocated budgets. Includes a Deputy Budget Director.
  • Office of the Chief of Staff — Appointed by the President and Speaker, provides executive support and advisory services to legislators including policy research, meeting coordination, office reception, constituent services, communication with other branches and municipalities, and public outreach.
  • Human Resources Office — Led by the Human Resources Officer (appointed by the President and Speaker), responsible for employee file record-keeping, coordinating with Public Service Commission on vacant positions, conducting interviews, and updating employee files.

    House of Representatives

    Offices serving the House of Representatives (under the Speaker):

    • Office of the Chief Clerk (House) — Processes and distributes bills and resolutions, oversees House employees including secretaries, pages, and drivers. Includes an Assistant Chief Clerk, a Journal Clerk (records all House proceedings), and a Public Information Officer (public dissemination of House information).

      Senate

      Offices serving the Senate (under the President):

      • Office of the Chief Clerk (Senate) — Same structure as the House equivalent: processes and distributes bills and resolutions, oversees Senate employees. Includes an Assistant Chief Clerk, a Journal Clerk (records all Senate proceedings), and a Public Information Officer (public dissemination of Senate information).
